Website RFP for a Singapore Business: What to Include

Updated 18 October 2026

Short answer: a website RFP is a 2-page brief that states your goal, the pages, the integrations, who writes the content and the launch date, then asks every agency to price the same line items. Write one for any site above about S$3,000, because published Singapore quotes for similar work run from S$2,500 to S$35,000 and most of that spread is scope, not quality. Send it to 3 to 5 agencies, score the replies in one table and sign within 4 weeks.

Published prices below are from each company's own pages, checked 18 October 2026.

When does a S$3,000 to S$20,000 website need an RFP?

Agencies that publish prices start at S$2,500 for 1 to 5 pages at Singapore Best Web Design and S$3,000 at OOm. Mapletree Media's price guide puts corporate sites at S$6,000 to S$35,000. Two quotes for the same site can differ by 5 times. Without a written brief you cannot tell whether the gap is pages, copywriting, licences or margin.

Write an RFP when any of these apply:

  • The budget is above S$3,000, so the 3 to 4 hours spent on the brief is under 2% of the spend.
  • More than one person signs off.
  • The site has integrations: payments, bookings, CRM, customer sign-in.
  • You are replacing a site that already ranks, so URLs and redirects must be specified.
  • Grant funding needs 2 or more quotes on the same scope.

Skip it when the site is 1 to 5 pages, has no integrations and one person decides. A one-page brief sent on WhatsApp, checked against the website quotation checklist, does the same job.

What goes in the brief?

Six sections, 2 pages. Objectives first, design preferences last.

Goals

  • One primary goal with a number: enquiries a month, bookings a week or online orders a month.
  • The current baseline from GA4 or your inbox: visits a month, enquiries a month, conversion rate.
  • Who the buyer is, in 2 sentences.

Pages

  • Every page, each with a one-line purpose. 8 to 12 pages is typical for a service business.
  • For an existing site, the list of indexed URLs that must redirect. Google's guidance on site moves with URL changes asks for a permanent redirect from each old URL to its new one.
  • Languages. A Chinese version roughly doubles the content work.

Integrations

  • Payments: Stripe, PayNow or Airwallex.
  • Bookings: Calendly or a form built into the site.
  • CRM, accounting and email: HubSpot, Xero, Mailchimp.
  • Messaging: WhatsApp Business click-to-chat.
  • Analytics: GA4 and Search Console, in accounts you own.

Content owner

  • Who writes each page. This is the largest cost variable in any quote. OOm lists copywriting and photography as separate fees on its website design page.
  • Who supplies photos, logo files and brand colours, and by what date.

Technical requirements

  • Performance target. Google's Core Web Vitals thresholds are LCP within 2.5 seconds, INP of 200 milliseconds or less and CLS of 0.1 or less, measured at the 75th percentile of page loads.
  • HTTPS and security headers, plus a statement on who holds the domain, code, hosting account and enquiry data.
  • PDPA. The PDPC's data protection obligations apply to any form that collects a name, phone number or email. Ask for consent wording and a named storage location.

Deadline and budget

  • A launch date, and the date you will have content ready.
  • A budget range. State it. A brief without a budget gets 3 quotes for 3 different sites.

What should every agency quote the same way?

Attach a response template and ask for every line filled in. An unanswered line scores zero, not maybe.

LineAsk for
Price per listed page and per extra pageA number
CopywritingIncluded, or a price per page
Edit roundsCount, definition of one round, price of extra rounds
First-draft date and launch dateTwo dates, counted from content hand-over
PlatformNamed: WordPress, Shopify, Webflow or Next.js
Hosting and domainAccount holder and the year-two price
LicencesEach theme, plugin or form tool with its yearly price
MaintenanceWhat is covered, hourly or monthly rate, free period
RedirectsConfirmation that every indexed URL gets a redirect
OwnershipDomain, code, hosting and data in your name, in writing
Payment scheduleDeposit, milestones, final payment trigger

Edit-round terms vary. Singapore Best Web Design states 2 to 3 UAT rounds on its Strategic package. cense states up to 20 rounds. Either is workable once the number is in writing.

How do you score the replies?

Five criteria, weighted. Score each from 1 to 5, multiply by the weight, add.

CriterionWeightWhat a 5 looks like
Fit to the brief30%Every line answered, no substitutions
Evidence25%3 live sites you can open, in a similar sector, loading within 2.5 seconds on a phone
3-year cost20%Build plus 2 further years of hosting, licences and maintenance
Ownership and exit15%Domain, code, hosting and data in your name, export path stated
Timeline10%Dated first draft, dated launch

Price carries 20% on purpose. The lowest build price is often the highest 3-year cost once hosting and maintenance are added.

What should you leave out?

  • Design instructions. Colours, fonts and style words belong in the kickoff call. Specify outcomes and let the agency propose the design.
  • Requests for free mock-ups. An unpaid design round shows who has spare capacity, not who is good.
  • Page wireframes. Keep the page list, drop the layouts.
  • A hidden budget. Leaving it out does not lower the quotes. It makes them incomparable.
  • 10 agencies. 3 to 5 shows the spread.

How long from RFP to kickoff?

WeekStep
1Write the brief, pick 3 to 5 agencies, send
2Question window. Answer every question to every agency
3Replies due. Score in the table, shortlist 2
4One call each, open 3 live sites, sign

Four weeks is a realistic floor for a company with more than one decision maker. Published build timelines then run from 14 days to a first draft at cense to 2 to 3 months for a standard project at OOm. For the questions to ask on the week-4 call, see how to choose a web design company in Singapore.

What cense does

cense quotes the full price after one call, with copy written, up to 20 rounds of edits and a first draft 14 days later. The client owns the domain, code, hosting and data, and monthly maintenance is S$0. See web design in Singapore.

Does a small business website need an RFP?

Above about S$3,000, or when more than one person signs off, yes. Published Singapore quotes for similar sites run from S$2,500 to S$35,000, and a written brief is the only way to tell scope from margin.

Should I state my budget in a website RFP?

Yes. A brief without a budget range gets 3 quotes for 3 different sites. State the range and ask what each agency would deliver inside it.

How many agencies should receive a website RFP?

3 to 5. Fewer hides the spread; more costs a day of calls for no better decision.

How long does a website RFP process take?

About 4 weeks: 1 week to write and send, 1 week for questions, 1 week for replies and scoring, 1 week for calls and signing.

What should every agency be asked to quote?

Price per page, copywriting, edit rounds, first-draft and launch dates, platform, hosting and domain account holder, licences, maintenance, redirects, ownership and payment schedule.

What should a website RFP leave out?

Design instructions, requests for free mock-ups, page wireframes and a hidden budget. Specify outcomes and let the agency propose the design.
